Our Staff
Dr.
Russell Lloyd, Ph.D.
Founder & President
Russ is passionate about serving the men and women God has placed in
positions of ministry leadership.
Prior to
establishing IBL, Russ served his country for twenty-two years on
active duty in the Air Force and was Director of Biblical Counseling
in his local church.
Russ became
increasingly burdened about the need for a ministry dedicated to
leaders. In 1988, God
raised up the Institute of Biblical Leadership.
In this ministry, pastors, missionaries, mission and para-church
ministry leaders all receive personal and organizational help
through principles from God’s Word – the sole source-book of
life. The ministry of
IBL is centered on God’s Word as the complete and inerrant Truth.
Russ’ Air
Force career included duty as an advisor to the Vietnamese Air Force
for the year he was in Vietnam during the war, an Assistant
Professor of Psychology while on the faculty of the Air Force
Academy, Head of the Department of Organizational Sciences at the
Air Force’s graduate school, and Commander of an organization that
provided consultation in organizational effectiveness throughout the
Department of Defense.
Russ
has an earned Ph.D. from Purdue University in Organizational
Behavior. |

Dr.
David Phelan, Ph.D.
Executive DirectorAs the Executive Director of
IBL, David oversees ministry operations and the US-based team members of
IBL. He also works extensively with pastors, missionaries, and
leadership teams.
Prior to joining IBL, David worked in the
software industry for more than fifteen years, holding various management
positions, including VP of Development and VP of Research and Development
at two companies. David has a
Ph.D. from the University of Illinois. In his software career, David
has led teams as small as three and as large as seventy.
He has extensive experience with building effective teams,
establishing and executing efficient organizational processes, and
training and mentoring other leaders.
In addition, David
has been a lay leader, teacher, and counselor in churches for
more than twenty-three years.
Like most engineers,
David loves to build. After
fifteen years of building software and software development organizations,
God gave David a desire to put his energy,
experience and giftedness into building things with eternal value: the lives and souls of God’s leaders.
After
serving for three years as volunteer staff members, God led David and Dawn
to join IBL on a full-time basis in 2003. David and Dawn now apply their
experience and giftedness in the service of pastors, missionaries and
other leaders of Christian ministries around the world.

Dr.
Henry Johnson, Th.M., D.Min.
Director of Pastoral Development
Henry's focus with
IBL is on developing God's leaders through training and counsel from
God's Word.
He
has been in pastoral ministry for twenty-seven years. His ministry has
included serving in youth ministry, leadership development, and as
Senior Pastor.
Henry came to Christ out of Roman
Catholicism while a Pre-med student at Ursinus College. It was during
his college campus ministry experience that God burdened him towards
full-time ministry. In order to fulfill God’s call on his life he went
to Dallas Theological Seminary out of a love for the exposition of God’s
Word. He has graduated from DTS with both a ThM and DMin degrees.
One of the compelling burdens of his
ministry over all of its years has been leadership development. In each
phase of ministry he has always build a nucleus of leaders grounded in
the Word and equipped to serve. Henry has been able to guide his
ministries towards strategic and intentional ministry. It is out of his
love for leaders and intentional ministry, within the local church, he
has joined IBL. His ministry has given the chance to be involved in
leadership development in South America, the Caribbean, Africa, and
Asia. It is the aspiration of his heart to serve God’s leaders both in
the States and around the world by an uncompromising biblical foundation
of counseling, teaching, and strategic planning. His joy is to carry
this out in a life on life ministry of mentoring, coaching, counseling,
and instructing.
Henry loves the outdoors and is an avid
turkey and whitetail hunter as well as fly fisherman.

Mrs.
Dawn Phelan
Counselor and Executive AdministratorDawn
has a dual role at IBL, assisting in the execution of ministry as a
counselor and also serving as the Executive Administrator.
Dawn set aside her
professional career seven years ago when she and David adopted their son,
Nathaniel, so that she could focus on Nathaniel’s academic, social and
spiritual training.
Prior to Nathaniel’s
arrival, Dawn enjoyed a successful, fifteen-year career with a large life
insurance company. She worked with dozens of agents as an administrative
assistant, office manager, trainer, and consultant. As a consultant, Dawn
worked with agents and their staff to clarify roles, improve processes,
and hire and train personnel. She
now enjoys using her organizational and administrative skills and
experience to increase the effectiveness of IBL’s ministry.
As a Christian lay leader for
many years, Dawn has organized Sunday school departments, lead in-depth
bible studies, and discipled and counseled other women. These experiences are now being leveraged as she ministers to
hurting leaders in IBL’s counseling ministry.
David
and Dawn have been married for twenty-three years and have served in six
different churches as God has relocated them during David’s software
career.

Mr.
Derick Jarvis
Ministry Executive
As a Ministry Executive, Derick is
responsible for leading ministry activities with individual leaders and
ministry teams.
Prior to joining IBL, Derick worked
for over twenty-two years in the consumer products industry, holding
various sales and sales management positions. As a result of applying
biblical principles to his work, Derick was awarded PepsiCo’s “Ring of
Honor” award in 2004, recognizing their outstanding achievers worldwide.
Through Derick’s sales training and experience God has blessed him with
the proven ability to successfully influence decision makers. Derick
attended the University of North Carolina at Asheville and has an ABSC
from Moody Bible Institute.
In addition, Derick has been a
lay-leader, deacon and teacher in churches for more than fifteen years.
Like most sales professionals,
Derick loves the challenge of successfully influencing decisions. God
gave Derick a burden to offer his life a living sacrifice in service to
Christ; and in the power of His Holy Spirit influence eternal decisions
and victorious living in His body, the church. Derick and his wife June
have been married twenty-four years and have two daughters, Jessica
twenty-two and Kelsey seventeen. |

Mrs.
Doris Lloyd
Administrative Assistant
Doris is the Administrative Assistant to the President of IBL and serves
as a Research Associate as well.
Doris is a secondary school
educator by formal training, receiving her degree from Washington State
University. She taught junior
high school (English and History) for four years.
Prior to that, Doris served as an administrative assistant in
different companies for five years and later served as Librarian for a
Christian school for four years.
Doris willingly set aside her
professional career in 1971 when the first of the Lloyds’ three children
came upon the scene. Until
the last of them left the nest in 1987, she poured herself into shaping
their character to reflect the Lord Jesus Christ.
For the last fifteen years, she has invested her administrative
skills and experience to sustain the ministry of IBL.
Doris has invested
much of her life over the years in discipling women and, together with
Russ, has discipled couples as well.
She has led several in-depth Bible studies and invests her creative
energies in providing hospitality to the many leaders who come to her home
to receive the ministry of IBL.
Russ
and Doris have been married for thirty-six years.
