As the President of IBL, David has overall responsibility for the ministry and operations of IBL across the US and around the world. David works extensively with pastors, missionaries, and leadership teams, helping them to be more effective in fulfilling their God-given callings.

Prior to joining IBL, David worked in the software industry for more than fifteen years, holding various management positions, including VP of Development and VP of Research and Development at two companies. David has a Ph.D. from the University of Illinois. In his software career, David has led teams as small as three and as large as seventy. He has extensive experience with building effective teams, establishing and executing efficient organizational processes, and training and mentoring other leaders.

In addition, David has served as a lay leader, teacher, and counselor in churches for more than thirty-five years.

Like most engineers, David loves to build. After fifteen years of building software and software development organizations, God gave David a desire to put his energy, experience and giftedness into building things with eternal value: the lives and souls of God’s leaders.

After serving for three years as volunteer staff members, God led David and Dawn to join IBL on a full-time basis in 2003. David served as IBL’s Executive Director for ten years prior to succeeding Russ Lloyd as President in 2013.

Dr. Dave Deets, D.Min

Vice President of Ministries

As Vice President of Ministries of IBL, Dave has oversight of IBL’s services to God’s leaders: Coaching, Consulting, Counseling, U.S. Training and International Training.  Dave also oversees IBL’s communications and social media channels.

Prior to joining IBL, Dave served in pastoral ministry for twenty years, serving as a Youth Pastor, Associate Pastor and Lead Pastor.  Dave holds a Master of Ministry degree from International Baptist College, A Master of Arts in Cross-Cultural Studies from Maranatha Baptist Seminary and a Doctorate of Ministry degree from Northland International University.  Dave’s dissertation focused on the role of elders, from which he published the book, Selecting Elders: A Biblical Guide to Choosing God’s Shepherds.

Dave is passionate about organizational leadership and management.  He has served and currently serves on several boards and has been instrumental in helping organizations and churches think through and implement changes to their structure, processes and ministry. 

Dave is also passionate about missions.  He and his wife Kimberly had plans to go to Italy as missionaries in the early 2000’s but God closed that door.  During his twenty years of pastoral ministry, Dave has led more than twenty teen and adult mission trips around the world.

Dave began serving as a volunteer with IBL in 2016 and then joined the IBL Board of Directors in 2017.  In 2020, God led Dave to join IBL on a full-time basis.  He is excited about the opportunity to see substantial growth in opportunities serve alongside God’s leaders both here in the U.S. and around the world.

As Director of U.S. Partnerships and Development, Joel has the lead role in developing these two vital ministry areas.  He utilizes his deep expertise in training, mentoring, and encouraging pastors and other leaders.

Joel has over twenty years of pastoral experience and presently serves as the Senior Pastor of Southeast Valley Baptist Church in Gilbert, AZ. He has taught on the graduate level as an adjunct professor and has served in leadership positions in a variety of para-church ministries. Joel is passionate about church leadership and has written a book on local church leadership entitled, The Pyramid and the Box: The Decision-Making Process in a local NT Church.

 Joel has earned multiple degrees during his years of study at International Baptist College and Seminary (Chandler, AZ); Detroit Baptist Theological Seminary (Allen Park, MI); Calvary Baptist Theological Seminary (Lansdale, PA); Jerusalem Center for Biblical Studies (Jerusalem, Israel); and Central Baptist Theological Seminary (Plymouth, MN).

Russ is passionate about serving the men and women God has placed in positions of ministry leadership. Having served as President for IBL’s first twenty-five years, Russ continues to serve full-time with a particular focus on training in Vietnam, writing, and consulting with the IBL ministry teams.

Prior to establishing IBL, Russ served his country for twenty-two years on active duty in the Air Force and was Director of Biblical Counseling in his local church. Russ became increasingly burdened about the need for a ministry dedicated to leaders. In 1988, God raised up the Institute of Biblical Leadership.

Russ’ Air Force career included duty as an advisor to the Vietnamese Air Force for the year he was in Vietnam during the war; an Assistant Professor of Psychology while on the faculty of the Air Force Academy; Head of the Department of Organizational Sciences at the Air Force’s graduate school; and Commander of an organization that provided consultation in organizational effectiveness throughout the Department of Defense.  Russ’s Ph.D. is from Purdue University in Organizational Behavior.

Dawn has a dual role at IBL: assisting in the execution of ministry as a counselor and overseeing the office and financial administration

Dawn set aside her professional career when the Phelan’s son, Nathaniel, was born.  Prior to that, Dawn enjoyed a successful, fifteen-year career with a large life insurance company. She worked with dozens of agents as an administrative assistant, office manager, trainer, and consultant. As a consultant, Dawn worked with agents and their staff to clarify roles, improve processes, and hire and train personnel. She now enjoys using her organizational and administrative skills and experience to increase the effectiveness of IBL’s ministry.

As a Christian lay leader, Dawn organizes instructional classes, leads Bible studies, and disciples and counsels other women.

Mr. Keith Fleming

Keith serves as a Ministry Executive, assisting clients through our training, coaching, consulting, and counseling ministries.  Keith has a special focus on our international training programs in the majority world, developing self-reproducing pastors and church leaders.

Prior to joining IBL, Keith served as the Executive and Missions Pastor of Brookside Baptist Church in Brookfield, WI for nine years.  He also has a breadth of experience in the banking, loans, and construction industries. Keith’s background in executive ministry leadership, missions oversight, and business administration brings a unique mix of expertise to the IBL team.  Keith has a Bachelor of Science degree from Maranatha Baptist University and was ordained for the gospel ministry in May of 2018.

Keith is passionate about biblical leadership and missions. During his time in pastoral ministry, Keith has led numerous teen and adult missions trips around the world.

Keith and his wife Sarah have two wonderful daughters, Kate and Anna. They enjoy the outdoors - especially mountains, rooting for Colorado sports teams, playing sports, and going on many different adventures as a family.

As a Ministry Executive, Derick is responsible for leading ministry activities with individual leaders and ministry teams.

Prior to joining IBL, Derick worked for over twenty-two years in the consumer products industry, holding various sales and sales management positions. As a result of applying biblical principles to his work, Derick was awarded PepsiCo’s “Ring of Honor” award in 2004, recognizing their outstanding achievers worldwide. Through Derick’s sales training and experience God has blessed him with the proven ability to successfully influence decision makers. Derick attended the University of North Carolina at Asheville and has an ABSC from Moody Bible Institute. As a lay leader in his church for many years, Derick’s heart is for teaching God’s word and investing in the lives of those he serves.

Like most sales professionals, Derick loves the challenge of successfully influencing decisions. God gave Derick a burden to offer his life a living sacrifice in service to Christ; and in the power of His Holy Spirit influence eternal decisions and victorious living in His body, the church. Derick and his wife June have two adult daughters, Jessica and Kelsey.


 

Mrs. Monika Ibrahimi-Hernando

Monika serves as a Ministry Executive with IBL, with a primary focus on counseling and coaching, and assisting on consulting teams.

Monika was born under communism in Albania and spent much of her childhood under the officially atheist regime of dictator Enver Hoxha.  Shortly after communism fell, Monika committed her life to Christ at the age of 14 after a friend witnessed to her, and since she continues to hold on to God’s love and grace.

Sensing the call of God on her life following college, Monika joined the  staff of Cru Albania, where she served for nineteen years co-leading campus teams, training and developing new team leaders locally and internationally, providing staff care for missionaries, and leading women’s and children’s ministries.  She has led many mission trips, summer projects, and outreaches.  Her passion is to reach the lost, and to see leaders achieve their full potential in Christ.

Monika holds a bachelor’s degree in nursing from Tirana University, and a Master of Arts in Counseling Ministries from Denver Seminary in Littleton, Colorado. She lives in Flagstaff, Arizona with her husband, Matthew Hernando, a history professor.

Monika’s faith in Christ and commitment to His kingdom has led her on a journey that has taken her across oceans, continents, and cultural boundaries. Throughout this journey she has drawn strength from God’s promise in Hebrews 13:5: “I will never leave you, nor forsake you.” Trusting in that promise, in early 2022 she embarked on a new chapter of her life and ministry with IBL.
